They don't necessarily design everything themselves. They are in charge of the designs, and can choose designs submitted by others if they want to.

What? That's not how it works. They usually design all the characters. But they can have sub-character designers, like how the classmates in Smile were designed by Yamaoka, or how the Chokkiri Dan (sans this new guy) were designed by Haruyama. Characters of the week are often designed by the animation directors as well, and the Precure movies usually have exclusive character designers. Exceptions would be how Satoru and Daifuku were designed by the main designer last year, and how the Dream&Grace super forms in the HG movie were designed by Kawamura.
