Chapter 21 didn't really have a gut punch to start with, it was about Anne finding and reading her parents' letters for the first time. She already knew they died not too long afterwards, and it would have jarred the episode's tone if she swerved to vivid imaginings of her mom dead on the floor while she was crying in the crib nearby or something like that.

I don't think you'd need to go that far, just spend some time showing Anne find her parents for the first time with some padding, like by reading through their letters or collecting anecdotes from neighbors. This chapter should have had a dedicated episode but there just isn't the runtime and creativity for that unfortunately.
