As I understand it de minimis was removed for all countries and now shipments made via specific shipment services like the postal service or EMS now come with between a 80$ to as much as $200 fee per item based on what tariffs the country of origin (or country of export? not sure which) had or not, so lower tariff countries will have higher fees?

But apparrntly DHL and some other services only have a 15% fee?

What if the item is being shipped from Japan but it's made in China? I've actually had stuff made in china shipped by EMS via buyee avoid fees before so I'm actually a little worried depending on what shipping options I use they might charge me the per item fees instead of the blanked 30% tariff for chinese goods?

Is shipping cost part of the customs duties or not?
Rephrased, are shipping and various service fees taxable during import?

I've read everywhere that (product value + service fees + shipping cost) is the basis for taxation, however for my order only the raw product value had been taxed, which made a huge difference.

Could it be that shipping and service fees are taxed ONLY when using national postal services? I've used a courier service, which only a minority of buyfags seem to use for importing and I'm thinking this made the difference.
Couriers have a whole different infrastructure, plane fleet and entry points, maybe even legislation in this case.

I'm from the EU, so I don't think there are procedural differences between the countries. Even my own country laws seem to indicate that shipping and service fees are taxable, but the entry point was a german cargo airport in Leipzig.

As far as Germany is concerned, shipping is value added, therefore subject to VAT. Same for service fees (e.g. DHL doing the taxation for you and charging a fee for it; you pay VAT on that, too). Should be the same in the rest of the EU.

There was no indication anywhere that the shipping cost included VAT. The proxy shipping I used is not part of the IOSS system, so it's not a possibility. The separately declared proxy fees were deliberately not taxed either.

The seller (proxy service) did some fuckery with the declaration, like cost- and weight-averaging, but I don't think it mattered and was only done out of pure laziness, since the sum values were correct.

DHL did pay for the taxes in my stead and sent an invoice, but fucked up and delivered the package without accepting my cash. Again, no mention of VAT anywhere, only the expected duties based on the raw declared value of physical products.

I would also add a caveat that a lot of places especially if it goes away will most likely offer duty-free shipping. The problem with duty free shipping is that it's often more expensive than it is to just ship the item yourself and pay the tariffs yourself.
