It's already basically done for a start. The war has started so I can only imagine another 70-100 chapters left in it, and it becomes far easier to manage the extremely large cast when most of said cast is dead.
For another thing, the reason why Togashi takes so many hiatuses is likely due to that being the structure of this arc- only focused on a cast of nearly a hundred characters, with all of them acting as significant mechanisms to the arc. That's what he wanted to try doing and his major hiatuses are all associated with this arc.
If you go back, the early movements of the arc (Kurapika's recruitment, capturing Beyond, Ging and Pariston, Hisoka vs Chrollo) all happened relatively fast because they were all individual events with minimal connective tissue.
The big four year long gap? That was when the arc properly started and all the character movement started actually happening, and Togashi has talked about how many manuscripts he's thrown out around this specific section of the arc.
I imagine that, once this is done, we'll probably return to the 20 chapters a year.
