On paper this is theoretically ok, the problem is that he immediately ignored Luohan and hasn't even mentioned him, which has three explanations I can think of. The boring two are that that Sandro didn't intend for the Luohan thing happening to be a factor at all in Tiger's awakening, it was just a total coincidence, or that he's totally got a plan for him but not right now. But the fun explanation is that Sandro has "evolved" to the point where he abandoning plot threads within 1 chapter, or arguably the same chapter, which means we're in for some fun soon enough

Powerscaling is honestly a crapshoot to begin with, because even putting aside the tribalism and the tendency to come to a conclusion first and then find facts to back up the conclusion instead of the other way around, one big reason as to why powerscaling is so frustrating, is because it directly pits "what the author intended to portray" up against "what the author ended up portraying".
For a single example, there is this Flash page where the narrator directly states he is moving at exactly the speed of light while saving a fuckton of people from a nuclear explosion. This is a CLEAR and DIRECT STATEMENT OF INTENT from the writer as to how fast he intended Flash to be.
Simple, right?
Except this has caused controversies within the powerscaling community, because the logistics of the feat basically require the Flash to have moved at trillions of times light speed. And so, people use this to claim the Flash IS trillions of times light speed in this scene through imposing real-life logic that obviously does not apply, instead of accepting that the author just fucked up the math.
The weird thing is, people just roll with it when authors provide jank height and weight stats for their characters, like Sakigake having over 40 kg on Ohma. You don't get people calculating his supposed "actual weight" by measuring the pixels and then jumping up and down that that is Sakigake Hiraku's true mass.
Yet that behaviour is simply accepted as the norm in powerscaling communities. It's quite weird. And honestly, it completely fucked over the way I digested media for an embarrassingly long time. I'm still trying to shake the mindset off.

What's the point of earnestly powerscaling Kengan characters at this stage? We literally only have vibes to go off of.

I mean that's totally fine conceptually. A guy who did overtly villainous shit for conflicting reasons who hid in a hole for most of his life, scheming away, only to die misunderstood can work. His motives being a combination of vengeance, desire to be the strongest, and genuine concern isn't really the problem. Everything else surrounding him and the execution is.
Gaoh Mukaku being "a fraud" who picked up a dead martial art and actually made it work and then remixed it with outside help to create a near-perfect martial system is actually very compelling. Him being a little kooky is fine too because he's had decades of time to ruminate and come to terms with his issues. When you live such a long life, even when consumed by wrath, you still have time for all sorts of minor interactions and influences that'll shift you one way or another. He wanted to play mentor for a while, so he took students who came to be like sons to him. He adopted the attitude of a stern but not inflexible father. Then he got ahold of Ryuki later on and became more of a devil-may-care grandfather who was tough on the kid but kept a light attitude outside of his training. Eventually, he seemed to actually come to care for the kid even if he originally took him in as a tool for vengeance.
As is the case with most things that have gone wrong in the back half of Omega, Shen and Sandro's love for him are the root causes of the problem. Everyone bends over backwards to fellate Shen and piss on anything and anyone that stands in pure opposition to him.
