Also Tendo/Kurose had just as many panels dedicated to them as characters like Nail Fiend, Whip, Spear, Seigi, Freckles and it's not like their contributions were honestly all that memorable either.
Where P2 fails is in not introducing more side characters akin to Kishibe or Angel Devil, etc. that contribute more to the story than minor characters.
The minor characters in P2 actually generally do more than P1's who are generally just there to die. But P1 had a much stronger cast of side characters.

Same thing with Asa joining the Church, if it wasn't offscreened maybe Asa could have interacted with them and see what Chainsaw Man means for them and what sort of fucked up brainwashing the church has been doing to them, they could even be a stand in for the fans that like the manga in a meta way.

Meanwhile all those P2 characters that people bring up, they never received any development, the story never really told you that you should care about them any more than the random mooks in P1.
Probably the closest you come is Fumiko off-handedly mentioning that she was there when Denji and Gun Fiend fought.
Haruka, Seigi, Nobana, etc., those guys never received that amount of focus. They're more comparable to a Galgali or Kurose.
