To be honest early on I believed that Rozen may have been a normal doll maker with a daughter.
His daughter might have died and Suigintou was an attempt at recreating his daughter, but he abandoned the thought and left her incomplete, because he thought he could not recreate her that way.
So he started to create the others in an attempt to put her aspects in different dolls and through one winning and taking the others Rosa mystica she would become his lost daughter.
Suigintou being able to move and so without a rosa mystica is the result of his daughter watching from heaven.
She could not endure seeing her saddened father and came down from heaven to posses the incomplete doll.
Yet her leaving heaven was not allowed, so she ended up with black wings like a fallen angel and damaged her memory.

Well that was my head cannon when I watched the show back in the day.

Where it was stated that Rozen split his soul to create the Rosa Mystica? Shinku mentioned that they were made from Alice's shattered Rosa.

My take is that Rozen didn't created them from the get-go after Alice's departure, but it was across different periods, with his memory being a mess; hence why they don't look alike, nor are of the same age, he remembers Alice in different countries and different eras.

Maybe that's why Kirakishou's clothes stand out; she is a more recent creation.
