Firstly, where can I find those other then ebay if I'm looking for a specific design that hasn't been made in ages. Is there a specific search term I can check in Japanese on meracari and yahoo auctions Japan, or are these a US/American product, primarily?

Secondly, does anybody know how they handle being signed at like conventions and stuff? Will sharpie or whatever people use for signatures not leave a clear mark or smear or bleed, or will it be fine?

There's probably not that much concern of major bleeding as long as you don't get it wet. The writing might be a little fuzzy around the edges, but it depends on the fabric type and how it absorbs the ink.
A permanent fabric marker would be your best bet though since they are designed for that purpose.

Anyway, people rarely share budget friendly setups, and the guide is outdated, so here's what I use.

The circular reflector is kind of a pain, so I never use it.
The white board is nice, because it can stand on its own. You can probably make one that fits your needs yourself, instead of buying one.
And the tube lights aren't exactly cheap, but they're pretty cool, so I got a second one.

Don't take this as pro advice, because I'm still a newfag, but it might give you an idea of what to get.
I still like (3) more, but anon always offers good criticism, so I'll keep it in mind.

The fundamental barrier is that this kind of colored printing is restricted to FDM printers as opposed to much more precise resin 3D printing. A good quality resin printer in 2025 is capable of producing smooth prints on a similar quality level to injection molding techniques. But since a resin printer uses the same vat of goop for the entire process, you can't do the FDM thing where you print certain parts with a certain filament color. I wonder if you could create a UV curable resin that changes color in response to certain wavelengths of UV light? Sounds like sci-fi tech but I know next to nothing about material science
