Noboru starts off petty, weak and suicidal. Onizuka becomes his first friend then helps him get revenge when he's at his lowest point. Then Onizuka helps him learn to stop being such a wimp and stand up for himself, after which Anko starts seeing him in a different light. Through this character arc we see Noboru going through all kinds of different emotions; he doesn't make this face

Onizuka and Urumi are real characters with clearly defined characteristics. Readers can fully understand why she likes Onizuka because we as readers understand what makes him likable.
The foundation of Onizuka as a character is not built upon making this retarded face
