This is what's known as character growth. Crazy concept I know. Modern anime audiences are used to having their template character starting off with all the desirable assets.
Noboru starts off petty, weak and suicidal. Onizuka becomes his first friend then helps him get revenge when he's at his lowest point. Then Onizuka helps him learn to stop being such a wimp and stand up for himself, after which Anko starts seeing him in a different light.
