It's complicated. At first, when I read/heard the first german name, I was bamboozled, but after the third name i finally understood that the titular name was also supposed to be German - which you wouldn't expect because who the fuck names their child "freezing"?
Then I found it hilarious. Of course, it does have the side effect to highlight that most characters really are one dimensional storytelling tools, i just think of Draht or Sense ...
While that's not ideal, anime has never been particularly good at subtleties and multi-layer storytelling. Hell, the few ones that successfully go 2 or 3 layers deep are still celebrated by the community as masterpieces - which in the wider context of shows is at best amusing. Quick sidenote, this surface level simplicity, lack of subtleties and easy to follow over the top emotions and storytelling is what makes animated content so suitable for children, as they're still struggling to decipher more nuanced content. It's probably also why so many developmentally stunted people that either don't want to grow up, are incredibly socially inept or are actually autistic are overrepresented massively in the fan community of this type of medium. That aside, there's nothing wrong with not going after 5+ layer deep nuanced shit that generations have to interpret in various educational institutions and instead focus on other aspects, and Frieren - despite the silly names and simplistic side characters - does that well. The world building is good, the passage of time brings realistic progress in technology and society. The protagonists are adequately complex but focus on a few key shortcomings they need to overcome, so despite the titular character being almost a demigod in relation to almost every other character, there's no risk of her being a mary sue.

Übel has too many different meanings/uses over the centuries to give a really accurate translation. You absolutely can use "Übel" as "evil":
"Ein uraltes Übel zieht über das Land" would be an absolute legitimate, if not more sophisticated way to say "Ein uraltes Böses zieht über das Land" both translating to "An ancient evil sweeps across the land". But a more modern way to use "übel" would be in the idiom: "Jemanden übel mitspielen", which translates more or less to "playing dirty". "Üble Leute / Übles Gesindel" could also just mean "vile people / vile rabble". "Sieht übel aus" can be translated es "looks bad".

The main point I want to make, not all cultures have the same concepts and even if they do, they correlate words differently to those concepts, especially when the concepts are close together. "Übel" has a much broader correlation in German with "unpleasant stuff" than "Böse" or "evil" in English.
