These chapters feel like Tabata rushed the plot points he had left hanging for a while (Diamong Kingdom, Earth Spirit...), but the fights with the monster Paladins are still going and look like they won't be skipped, while like you said the battle with Lucius didn't progress much this batch either. I can see the following chapters dealing with the Paladins being defeated for good and then maybe we can get a volume 39 dedicated to Lucius's final fight.

I think these cameos are all we're gonna get. If you look back, everytime there's a moment of urgency like in this arc, it's been dealt with instantly. Zagred didn't get to escape and Lucifero was killed before he could. At most, the evolved paladins could make some great moments with the new fighters from diamond, Mereo, and whoever joins the Morgen battle, but bonding was out of the question ever since the new arc started with a timeskip. A part of me thinks Tabata is gonna rely on the anime to add stuff between the spade and the Lucius arc, which is a bit of a shame, but it is what it is.

BC may reach a 40th volume, since it doesn't look like the fight with the Paladins will be skipped (for the moment at least). If Tabata follows a similar pattern of what he did with volume 37 we may get two or three chapters per Paladin battle, which would complete volume 38 and the beginning of volume 39 depending on how it goes. After that it will depend on how he handles the final fight. Honestly I don't think there will be anything more after Lucius, he has been built as the ultimate villain of the manga and the definitive Wizard King, which makes him the right final enemy for Asta. There is also Adrammelech, but I don't think Tabata will pull a Kaguya with him, would be a waste after all this arc was focused on Lucius.

I doubt a Kaguya twist is happening at this point, but I don't think that would be a waste. Keep in mind that while Lucius has been the main villain there actually hasn't been much exploration of his character. His backstory is like 5 pages or something and it's not even clear what drives him. All we know is that he made a contract with Astaroth in order to learn his purpose and that led to him seeing something about world peace that he's now trying to create. It's pretty vague and notably leaves a door open for Astaroth to have shown him a false vision. Such a development would also complete the pattern for the three sagas. The first one was about the elves but ultimate ended up being hijacked by a devil. The second one was about the Triad but ultimately ended up being hijacked by a devil. The third one is about Lucius but could very well end up being hijacked by a devil.
