Asa and Yoru sharing a body, and their dynamic being so shit past the first few arcs just brings Yoru's character down.
Now she's just snapping between being Denji's lover and Devil Hitler in a nonsensical way and will eventually just die and that'll be it.

Vibes can do a lot, but in the case of Himeno a lot of her characterization also happened in flashbacks and mentions after she died which helped explain things. Also a couple of omakes just showing Himeno and Aki messing around. We didn't get much of that with a lot of part 2 side characters.

That's because Fujimoto used those flashbacks as a way to establish the setting of CSM. In P2, he didn't really feel the need to "world-build" as much, as the ground rules were already established.
I agree that we could've done with more flashbacks for certain characters but Fujimoto seems to hate doing that type of stuff unless it's absolutely necessary.
It's fair to say that one of P2's biggest weaknesses is the lack of true "side characters", we basically have the main cast, then the villains, and then minor characters. No real sidekicks with any real depth to them.
Fujimoto once boasted that he could've written P1 with just Denji and Makima so maybe it has something to do with it.

Which is a shame, imo, it makes his world feel much more 'lived in' if that makes sense. Especially the omakes and the more SoL chapters actually helped me to sympathize with the characters and there's a lack of those in P2 so aside from Denji and Asa it just feels superficial a lot of the time.

He built her up another way. We got this seemingly warm, beautiful woman who was very powerful and respected. She obviously had something going on inside that we didn't know about. She was quiet and didn't share it until it was too late. Even when she did share it there is this feeling that we only got 1% of it. You can see it in her face in the picture you shared too. Like she's looking at something completely different than everyone else. So much chaos and violence happening but she has a desire to be loved that she hasn't realized yet.

That's what made it so interesting. All these characters, so different, all with so much depth, that Fujimoto develops in their own unique ways.

Asa/Yoru is great but it's been 100+ chapters of this chaotic nice girl/bad girl back and forth and we still don't know why Yoru wanted to not kill Denji.

That's the point though, you don't need extensive flashbacks, or internal monologue for every character. For a character like Makima, it's better to keep things vague so people can leave it up to their own imagination to fill in the gaps.
Other characters, like Asa, need a heavier focus or they just don't really function. Which we've been seeing in the second half of P2.
That's partly why we see so much of Yoru now, she's a less demanding character to use as a "crazy, unpredictable Devil" whose moods can swing from angry to sad to horny within a few pages, without needing much explanation apart from "she's nuts".
