Because, and this is real complicated so pay attention: Subaru does not control the loops and never did, Satella does.
Satella has no reason to send him back to arc 1 to try a "perfect loop"
If she did have a reason to do that, it is not clear she can't actually do that since he has never passed a previous checkpoint before. The one exception is when the authority wasn't working right and after getting it working right Satella put him at the start of a dangerous situation like she normally does and he reset from that point from then on, so its entirely possible that was his real reset point and the progressive loops he encountered was a glitch.
Subaru himself would also not want to do that because losing everything he's gained and the moments he has with people is a huge trauma for him going all the way back to arc 2 when that first painless death is one of the worst deaths he's ever faced because of how much was lost that can never be recoverd. His first actual meeting with Rem and Ram as well as everything they taught him they can never share stories about because those moments were erased.
Then from a meta perspective Tappei has made sure that Subaru essentially has not abused the loops in any intentional way to manipulate the relationships of the people around him. Going for some "perfect run" like a game does make Subaru have to do this and all his relationships would then be built on very fake manipulation.

There is never going to be an arc where Subaru doesn't die, he is 100% dying within this arc after he gets released. Where he ends up might be up for debate, but the arc continues once they free him, which is probably going to be the end of this volume.
