Remember how Toei refused to license Sailor Moon overseas anymore between 2004 and 2014 for no explicable reason despite there being demand for it?
Japanese companies can usually be expected to act rationally domestically, but for some reason whenever foreign companies are involved they'll act hostile and petty, make unreasonable demands, and sometimes just refuse to play ball for no reason.

For distributors releasing their material outside of Japan, Toei often refuses to provide quality video masters. The masters they do provide have inferior picture and sound quality, and sometimes are even incomplete in their material. It's why a lot of Toei's old Transformers stuff doesn't have a decent release, or no release at all.

Many Anime companies intentionally license inferior versions of their series for home video release overseas or even mandate them to have only the English dub to prevent Japanese consumers from importing them because DVDs and Blu-Rays in America are a lot cheaper (and even then, Anime home video releases in the West are more expensive than others due to licensing fees).

Licenses did however force a show to take 2-3 years before being released to completion. That fucked over reverse-imports until retards like Aniplex decided to put shit out for the yen MSRP equivalent.

The English Dub of Dragon Ball Super took longer than it did in other countries because of Toei's mandate that Dragon Ball Super HAS to air on television first, no streaming, and it took over a year for Toonami to start airing DBS.
