You need a country with a relatively high population, good urbanized centres where industries can congregate and wealth to produce works
Japan has 140000 people and Tokyo, the most densely populated and urbanized city in the world
US has California and while it has more people than Japan they are less concentrated and there is more wealth inequality
France and Russia both have some good works under their belt but not nearly as much, France doesn't have enough people and Russia doesn't have enough wealth
Germany has very little production despite its size and I'm not sure why, but either way it couldn't rival Japan or US
