Why does good animation basically only come from the United States, France, and Japan?

You need a country with a relatively high population, good urbanized centres where industries can congregate and wealth to produce works

Japan has 140000 people and Tokyo, the most densely populated and urbanized city in the world

US has California and while it has more people than Japan they are less concentrated and there is more wealth inequality

France and Russia both have some good works under their belt but not nearly as much, France doesn't have enough people and Russia doesn't have enough wealth

Germany has very little production despite its size and I'm not sure why, but either way it couldn't rival Japan or US

What good animation has France made without 250 million dollars

France never produced anything close to the output the American studios had and those in turn are eclipsed by the Japanese.
There was good animated movies from the Soviet Union and other European countries.

The problem in France is that no big production house want to involve itself in animation despite having really good animation school.
The author of the eurocomics Freak's Squeele, tried to do an adaptation in France after a failed attempt in Japan and they basically told him, he had to neuter it for a kids audience.
Last Man adaptation was fucked over by the channel that was supposed to broadcast it (weekly diffusion was change in the entire season being dumped in one night starting 11 pm).
Animation = for children is still strong in France and only crowdfunded stuff or artsy movie get a pass if not aimed at children.
