Dumb question, if I want to get into drawing in an anime style should I just start scribbling, try to copy other drawings, read books? I know it's best to not think too much and just do it, but I'm curious as to how you guys got into it.
I'm 27 so I'm aware that I'll never be actually good but I want to learn the art of anime girls.

You have to start somewhere so just draw something you would like to see. When you finish, really sit down and look at what you've drawn and compare it to professional images to try and work out what's working and what isn't. References will probably be your best friend in the beginning, and practising poses and faces will take time to get good at. One of the most basic lessons will be internalising proportions and facial structure. The loomis method can help with heads and drawing them at an angle, though, the style in which you want to draw will determine the proportions for the features. That being said, not everyone finds it a helpful method.
The best advice I can give when it comes to proportions is to draw from the perspective of the whole image and to not focus on parts independently. You see it with some artists who like to draw parts individually--either by zooming in digitally or getting really close to the page if they draw physically--effectivey becoming blinkered to the rest of the image. When they zoom out again, the part isn't in proportion with the rest of the image, and because they haven't internalised proportions entirely yet, they either think it's fine or ignore it hoping to fix it down the line. Drawing something with the whole image in view lets you keep an eye on proportions as you draw them.
Once you have proportions down you can start practising perspective and warping the proportions that have been learnt.

A lot of the skills you get from drawing physically transfer to drawing digitally, so you can start practising on paper before you move to a table. The main hang up in the beginning, if you draw with a basic tablet i.e. one without a screen, will be drawing without looking near your hand and the smoothness of the surface. It feels somewhat unnatural, or at least it did for me when I started, but eventually you get used to it, and your muscle memory from drawing on paper will carry you through most of that.
