Shizuka never did anything bad in any timeline until Takopi kills Marina. Then she goes full psycho and starts manipulating Azuma (the boy) and wanting to kill everyone until she gets her dog.
So in both timelines, Shizuka is a bullying victim because of her literal whore of a mother has Marina's father as a client, and Marina's mother abuses and sets her daughter to bully Shizuka to get her revenge.
In the timeline Marina meets Takopi, she also bullied Shizuka to the point of making her attempt suicide. But because she didn't have Takopi's ribbon, the rope broke and she didn't die. Then she left the town, and returned 6 years later to go to highschool. In this time, Azuma's still abused by his mother and has a pretty shitty life, and he develops a crush on Shizuka because he has some kind of Oedipus complex and Shizuka reminds him of his mother.
In the timeline(s) Shizuka meets Takopi she's already the victim of bullying for the same reason. In one loop she kills herself because she has Takopi's ribbon, but this goes exactly as it went in the original Marina timeline, except she dies.
So the bad Marina's bad stuff was in both main timelines, Shizuka's bad stuff was only in ONE and because of Takopi's extreme fuckup and after over 9000 loops.
Also, how the fuck does Takopi come back from Tokyo to Hokkaido when he's hit by Shizuka under that bridge? Why does Marina have memories of him if she met him when she was 15 in another timeline? Why does Azuma have friends now just because he fought with his brother in the timeline where Takopi doesn't exist (which would be the same as the Marina timeline because Takopi never had the oportunity to tell him yo fight with his brother because, well, he doesn't fucking exist)
In a story with time travel you will always have some plot holes or paradoxes at best, but this one was very lazily resolved.
The girls even continue living their shitty lives, with Marina's mother still stiring shit up and cutting faces
