Terrible reason. Everything here but Japanese shit is released with original acting/dub and the CC/subtitles to with it. For some reason Anime almost always lack this.

That's because Japan doesn't want reverse importing being done, so western releases are often gimped in some way for native viewers.
Less special features, worse packaging, region coded, shit like that.
Some releases are also forced to have the Japanese audio tied to the English subtitles as well. The only releases that achieve parity with the Japanese side are ones typically sold for equivalent prices (i.e., $120 for one cour) directly by the publisher.

If it doesn't have a native HD release (and I don't see one on Blu-Ray.com, unless it's streaming only) then I'd suspect an upscale - especially if Germany has it on BD and they've a history of shitty upscales. Though Discotek are usually upfront about this in their announcements, and they did say barely any work has begun - so perhaps it's only just getting restored in Japanese labs now and they nabbed the rights ahead of time

It wouldn't be the first time that they managed to do an HD release before Japan got one. That happened with Lupin III: The Legend of the Gold of Babylon and (IIRC) Kimagure Orange Road.

Yeah I guess it must happen on occasion, I've just heard that Japanese studios are usually super closed off to restorations being done abroad. Maybe the manga/show has a higher pull in international territories, given how Eurocentric it (and a share of Urasawa's work) is
