During the Chimera Ant arc, why didn't they carpet bomb the Royal Palace with Miniature Roses in order to kill Meruem and the Royal Guards instead of going through all the trouble of separating them?

But in the end I think it's just a matter of bureaucracy and it is said multiple times that the hunter association wanted to deal with it themselves and no country cared much about the kimera ant threat. Eventually they'd come and bomb the place but only if the hunters failed. Hunters wanted to study them ants too

maybe its anime only but in ep 83 netero was contacted by the world leaders and given the order to exterminate the chimera ants. I think that shows concern but perhaps they didn't take it that seriously yet because the king and RGs weren't born yet and the threat wasn't seen as a risk to all of humanity.

I really don't remember this part, if anything I also remember Netero in that exact scene complaining that the world leaders were dumping all responsibility on the Hunter Association and leaving them to take the blame if they failed, that doesn't sound like they wanted to do it.

What was wrong with their response though? The ants were taken out without meaningful collateral damage. Besides that, what they needed to do was get a bomb next to Meruem and set it off before he could escape. They also didn't know Meruem's abilities, so sending in a nen user to deliver the bomb is more reliable than using something as obvious as carpet bombing.

Carpet bombing the capital of a foreign nation, even that of a pariah state. Would have come with more damage to the V5, in the form of public backlash for their use of a banned weapon, in dealing with a threat they couldn't have convinced the average person was so dangerous.

There were still a bunch of civilians around even before 5 million got there. Even if they didn't care about that, think about the logistics of a foreign country using nuclear weaponry on the royal palace. You don't just do that without causing some major international conflict in the process. Even if you try to pass it off as "exterminating dangerous ants" your enemies are just going to put that into the question and use it against you.

There is an order of escalation to these things.
Say, some strange and dangerous bullshit happens in X.
First, locals try to solve this problem on their own. The region where hive first appeared probably had local police force, maybe even an army base. They were essentially offscreened, which is reasonable considering the threat level.
Then, local government steps in and fails just as hard, this is way beyond them.
At this point, V5 recognizes the problem. They refer to the very organization that is supposed to deal with strange and dangerous bullshit around the world.
Said organization confirms shit to be, in fact, dangerous.To the point when it's chairman wants to take it upon himself to deal with it personally. He even proposes a backup plan where he would be implanted with a "nuke" just to make sure the shit is dealt with even if he fails.
And it was at this level of escalation that the problem was successfully resolved, without the need for full on some crazy combined HA+military invasion or nuclear bombardment.

And besides that, V5 probably really liked Netero's plan.
I imagine having extraordinarily powerful individuals like him is very nerve-wracking for top politicians of this universe.
What if instead of simply kicking the bucket he decides that it would be very funny if the last thing he does was going on a rampage at V5's HQ. Considering his attitude towards politics, he could actually do something like this, at least in their minds, and it would be almost impossible to stop him from just coming in one day and slaughtering them.
So they were probably very happy when he suggested to become a suicide bomber for them instead.
Best case scenario, he just wins.
Second best - the threat is exterminated and he is dead.
Worst case is he dies and the threat somehow survives the "nuke", then shit really gets serious.

As for why the army didn't do shit, it's because the Hunter Association was tasked to take them out first.

By this logic even your actual worst case is just another best case for V5, because one "nuke" won't do shit to them, while at the same time removing any need to justify further escalation.
But the case I suggest could actually be worse.
If chimera ants proved to be resistant to extreme temperatures and outright immune to rose's radiation like some roaches, then humanity's most dangerous and taboo weapon would become pretty useless against them, only killing those hit directly by the explosion.
The king would have survived, and witnessing first hand the destructive potential of this weapon, he would have adapted their strategy accordingly.
Not saying they would have won, but things could get really ugly.

Everyone is missing the real reason which is that this is the capital of a country. The Hunter Association was specifically involved because they needed a surgical option. Nuking them would have caused an international incident, and world leaders would not have accepted “big ants” as a justification.

Most people know this. The problem is Togahsi doesn’t emphasize this. Togashi will be extremely subtle, minimal, or loose with certain aspects of a plotline (he kept the v5 and all the international political to a minimum in the CA arc) but will go into depth about shit that isn’t half as important (like Leol or Welfins plans)

We're not talking about nuking a highly populated area but an empty palace where only the enemy is inside. Ants had already killed around 500k people at that point in the story so I think it's absurd and unrealistic to think world leaders would still be having doubts or caring about bureaucratic shit like harming diplomatic relations with some secluded shithole when there's a big risk of even more casualties.

Also even in the real world you have the US and their allies who can bomb the shit out of anyone they want because they are the default good guys and at most there's some outrage about it on twitter for a few months until everyone forgets about it. I'm sure the V5 is something similar

The ants had control over the military. They could counter with the AA defenses and once they started gathering the population bombing them was out of the question.
Also this might be a plothole since Killua does mention jets being a thing but we never actually see airplanes, just airships, which would make it even harder to just bomb them.
