why does he keep watching people get tortured?

This is not even a one off thing, he just keeps watching people getting tortured and sometimes straight up killed knowing DAMN WELL he can stop it at any moment.

Genuinely ruines the whole thing for me, its not like the usual shonen stuff where the main character isn't even there to stop it like the Namek saga where goku wasn't on the planet yet while the main cast was getting killed off.
