Kakaru is a random critter, that is to say a unit that isn't under the control of a player, and are basically just an animal wandering the map. They are totally useless to terran players, and potentially worth killing if you are fighting zerg in starcraft 1, because they can potentially use it to spy in a way that is kind of questionable.
