They do, because the art style is more "realistic" than average and the characters also look whiter (even though they are meant to be Japanese I guess.) E.g. most moe characters have a cat snout when you look at them from the side, because it's
1. Cute
2. Asian, because East Asians are prognathic by default. They have roundish faces and recessed chins, kinda like a cat. Their faces also tend to be flat, unlike a cat, but with more forward growth and big colorful anime eyes you get a catlike side profile.
I don't see any blatant cat snouts in this anime, on top of other things I already mentioned. Which means the characters in this anime look whiter than average, which also means they look less neotenic than average, hence my comment about liking adult and/or whiter looking characters.

American is not a race. Connie probably is Asian, I think she's meant to be Chinese American (her last name is Lee, favorite food is Xiaolongbao, and she kinda looks it too.) Lilian is probably white, but you never know in anime. Could be a hapa or something. Which is why we weren't talking about what they're meant to be, but what they actually look like. Anime characters mostly don't look like real people, cause they are cartoons. Some of them look pretty freaky, like the majority of Dr Stone characters. But even cartoons can look realistic enough to resemble a real race of people, more or less, or a mix thereof.
