That's the only possibility that makes sense, because I can't think of another way Fujimoto could have 0 points while Abiko has 40.
If they failed from a time out, then they'd both have 0.
If they bought new weapons, then they'd have those weapons.
Still doesn't explain how they somehow had 3 years of weekly missions (156 missions) and never bought a new weapon, though.
