I mean that it's more willing to have characters do things like have meaningful discussions about their values or have a song sequence play out etc. its more willing to do weird, creative, emotionally driven things than the other major battle shounen are (even if there are other types of shounen that aren't like DBZ or Bleach).
Anyway, if you're only talking 'pure romance' anime (like harems, basic shoujo etc.), where the only major concern is "will x get with y?" and otherwise only consist of drama preventing this from happening, I'd agree that it consists almost entirely of slop, with only a few things like Maison Ikkoku or the Nazo no Kanojo anime being somewhat redeemable.
But if we extend this to "anime/manga dealing with romance in general", even if there's more driving things than the romance alone, then you end up with a lot of stuff that is easily better than most shounen.
