Sasuke had actual goals of his own unrelated to Naruto. Vegeta’s whole character is being an insecure spoiled brat jealous of Goku and obsessed with him. He’s basically Goku’s bitch. Vegeta’s stupidity was also a plot device to move the story forward. He’s stopped being a decent character after Namek
