Because it was sort of just the highest budget discount Bakemonogatari. Haruhi deluxe with none of the home baked charm. A very pretty mediocre thing in a crowded genre that already has legends and masterpieces.
I liked the first episode but I never felt as interested in the show again after that point. The limbo exorcism showdown scene is the absolute peak of the show and I’m happy I got to see it.

This was the moment when most people realized that Kyoani adapting the light novels from their own terrible publishing label was a huge mistake. Chuunibyou somehow got a pass (at least until season 2), Kyoukai no Kanata was seen as a fluke, but after Phantom World it became impossible to ignore the abysmal writing of these turds that Kyoani called light novels and thought they were worthy enough to adapt.

Chuunibyou only got a pass for memes and was really no better than Phantom World. Kyoukai no Kanata got a meme or two as well and was bad as well.
Phantoms World's problem was that there were no memes.
Compare that to Haruhi which was already popular and had competent writing(personally I wasn't that into the LN) and then got memes because of the anime and people stuck with it because the LNs were relatively good to other LNs at the time.

If that was true people would've turned around on it over time. They haven't.

Fact is, Phantom World is just boring. There is no story. There is no villain, no goal, no stakes, nothing matters. Just things happening, meaningless things. There's not even a token romance subplot, there's just the anime equivalent of keys jingling. Only part anyone remembers anymore are the fanservice scenes, and even the fanservice was tame by ecchi show standards (even though it was probably the KyoAnus show with the highest amount of male-oriented service).

Mai was cute and I wish she got a GOOD show to be in. But that's it. I wouldn't even bring any of the other characters with her, they can all stay in the toilet.

2005-2012 was the Golden Age of KyoAni. Hyouka was their last acclaimed show from that era. Chuunibyou S1 was great until they added a sad backstory for Rikka, which made it difficult to enjoy the humor. After that the only acclaimed show they've had is Violet Evergarden. Kyoukai no Kanata is possibly the worst KyoAni show, and Phantom World is a contender for 2nd place.
