IIRC there's some wordplay in Japanese going on with the specific digits in these bounties. The only one I remember is 46 = shi ro = Shirohige = Whitebeard

They definitely don't and I assume just like Cross Guild, should anyone every take out the top bounty they have more problems to worry about than just getting payment. Bounty hunters who unexpectedly take out the big shots will either be lured to their deaths to avoid paying the bounty or be killed by anyone connected to the bounty target.

The One Piece world is ultimately a collection of relatively isolated islands, so I think this stuff is pretty reasonable. Honestly information in OP is almost MORE disseminated than is realistic, even with transponder snails and flying birds delivering newspapers
