Since when did Goku ever give a fuck about tyranny as a concept? He only ever went after people who messed with his friends and family, and otherwise only took down people if they attacked him first. He destroyed the entire Red Ribbon Army because they fucked with him and his friends, not because they were an evil organization. He went to Namek to find dragon balls to resurrect his friends, not to fight Frieza. Frieza just happened to be there and wouldn't you know it he was attacking Goku's friends. That's how you get on Goku's shit list.

Not even close to the same thing. Frieza was going to put every monkey into the ground, besides Goku also underestimated how strong Frieza really was. Beerus is actually quite negotiable, in fact he takes his duties so casually that his universe is the 2nd worst.

Frieza went out of his way to antagonize Goku by beating up / killing his friends and making very personal threats against him. Beerus was rather impersonal in his menace, and it would be hard for somebody like Goku to hate him on principal despite the threat he posed to the earth.

Yeah but there wouldn't be anything he could do about it. There would be nothing Goku could do to take down Beerus. Super just glosses over that Beerus is worse than Freeza.
