The dub has been finished for years according to the studio that recorded it. Crunchyroll acquiring RightStuf = licensing SNAFU. They also laid off the staff handling the Kickstarter.

Dirty Pair kind of has SOME appeal to younger people but yeah I absolutely believe majority of the backers are old enough to remember buying the VHS tapes of the DP movies.

I think people backed this less for it to be dubbed and more for it to be released on Blu-Ray in the west in an official capacity.
I kinda hoped there would be more Kickstarters of this nature and more filmmakers taking advantage of the platform to fund smaller OVA style projects after the success of crowdfunding in the case of Little Witch Academia and Otaku no Video among others but unfortunately that hasn't panned out. Would have been great to see some director raise money to produce a 20-30minute short on cels for example, would probably have printed money for them from boomers.
