It depends on how you define a good power system I suppose. I'd personally say that it does a sufficiently good job of enabling combat in the One Piece world, despite all the ridiculous powers on offer. It's nice that the simple swordsman can compete with the guy made of literal magma or light for instance. Where it falls down a bit is when it becomes too beholden to simple, brute force clashes of haki vs haki. The fights in One Piece are at their best when they are creative and the characters have to figure out how to deal with the respective opponent and whatever weird abilities they have. When it becomes a simple slug match of who has the strongest haki blow in one moment, it becomes a bit boring.

Thankfully, that's rather rare and most fights benefit from haki's presence by allowing more normal combat interaction between fighters, where one or multiple possesses some crazy type of ability that would make normal brawling impossible; logias being the chief example. There's a balancing act between having characters be creative in how they deal with a fruit user and the simple joy of a physical fight and usually Oda gets it right.

I would also add that haki is rather opaque relative to more clear cut power systems in other manga, given that its essentially a weaponized mix of willpower and stamina which are both entirely open to Oda's discretion. The most obvious example of that being an issue being Luffy's refusal to just fucking stay down in the Katakuri fight. But, that's fine for the narrative of One Piece, which is more important than some objective measure; at least in my view.

I think he was more brash pre-time skip, which is what made the contrast with his weakness to emotional moments so amusing. The rough and tough gang boss with a soft spot under the surface. After the time skip I'd say he was softer, more supportive. That's not necessarily a bad thing in itself, but I think he was just a bit more fun when he has that hard edge to him.

I think he could have been a lot more interesting post time skip if he maintained a bit more seriousness and acted as one of the practical problem solvers on the crew. So, he would help Nami and Sanji try to manage whatever stupid thing Luffy got up to, but would be down for some fun whilst doing so. He did a pretty solid job of that in Dressrosa and it was probably his post-time skip highlight.

A very fun system. One of the best in shonen in fact. It's pretty cool how creative Oda gets with some of these. Wapol for his example and his ability to build things out of what he eats

Mediocre. It's trying to be something but it falls flat. It's like the rough draft of a power system. Armament lets you hit harder, Observation lets you anticipate attacks, Conqueror's knocks out fodder with shockwaves. Pretty sure every power system in shonen involves all three of these aspects somehow. All these things are pretty plain, and Conqueror's encourages this really bad meta where you need it in order to be relevant. Haki looks especially bad compared to Devil Fruits.

Alright, Swordplay in One Piece is very bad. I'm not an expert, but swords are about the most boring thing in One Piece. Every sword fight is the same. Mihawk discourse is as bad as it is because every swordsman fights the same. Every fight is *sword clash* *teleports behind you* *sword clash* *teleports behind you*. I was disappointed Rocks is another swordfag.
So One Piece has one very good system and one very mediocre one. I don't see why Sword gets its own category but it sucks.
