I really hate characters like Tanabe and Riku. Mary Sue good girl types with no flaws. Theyre just good and everybody loves them. The arc with Riku and Tatewaku is the worst in the manga.
The actual best Character is Niikura, followed by Nagumo, followed by Wako. If Matsuri and Ecchan counted as one characters, they'd be number 1. Granny is also great but shes barely in the anime.

Tanabe doesn't have flaws because she is the embodiment of CITY. She's more a force of nature than an actual character. She has divine favor, provided she carries out the mission of setting an example and rewarding those who follow it.
Riku has a flaw: she's sleepy.
I think with what's happened to the art (BG) in City Kyoani's days of religiously only doing animation on paper are pretty much over after this.
I see the art direction in this as a pretty drastic compromise relative to Nichijou. If they're willing to do it there it's just a matter of time before they're willing to do it for the cels.
