I don’t think this is the case. I think he underestimated Okarun and didn’t view him as a real threat to win Momo and thought he could procrastinate with his confession. Jiji was too overconfident and thought he had the race for Momo already won because of their past history together being each others first love, it’s like the tortoise vs hare story.
