It's an inherent problem with these tournament only mangas. In a normal narrative, 2 characters fighting with a clear power difference can still be exciting, even if the outcome is inevitable. These characters don't exist before they show up to fight, there's no investment in whether they succeed or fail. Nor is there any in their skills and abilities, how they'll fare against each other. The battles are set in sterile environments where there's no outside influence situational circumstances that can affect the outcome.
I don't even think Tenkaichi does a bad job necessarily. It's managed to pull out a few surprises without feeling like total ass pulls. It's just a problem with the format, where it's impossible to be that invested in people you don't know performing feats without context.
