It's a low-density CITY built with strict codes on building heights and green space requirements. The result of this nanny state local government CITY planning is a depressed economy where restaurants can't get enough customers since there's a total lack of parking space and not enough residences in walking distance. Rent and other living costs are too high for anyone to live alone, and families of 8 have to cram into the second floor of their small family business just to survive. If not for massive charitable funding by Tanabe, they couldn't even have a local newspaper or magazine because no one can afford to even get the thing distributed over such vast, sprawling territory at a reasonable subscription cost. I'm pretty sure she only pays for CITY Magazine to ensure nobody ever asks where all her family money comes from and by people keep disappearing whenever her butler is around.
