Iirc correctly you don't just need to be very strong to be a Crown but your influence is also important. Someone with a very large backing from the population could afford to be weaker than someone that isn't as popular.

That's why Narnia was someone they couldn't reject even if they wanted to - he's very strong and has connections via his family and a backing from the

I thought this was a misconception? The Three Greats are the most suitable candidates iirc with Levi and Belial having pushed for Sully as DK because he had no family responsibilities (aka wanting less work to be more around family) compared to them before he got Iruma.
So Demon King is not just a title but its own rank.

Given that the gap between rank five and six is already so huge I wouldn't be surprised if all Crowns are nine and eight depending on details (I'm not saying that Kalego or Balam are Crown rank but instead that we have to little info on most Crowns to determine if they might be big shots because of their backing instead because of their battle abilities. The more I think about it I feel like Kalego could become one, actually, with some time and determination).
