He mentions how Heian-kyo isn't around in Takeru's time, so I think Takeru's world is essentially the future Seimei is trying to prevent, which if he succeeds leads to Tsukimiya's world.

I think the timeline is something like this
>history plays out as normal, Heian-kyo falls and time progresses to Takeru's modern day Japan
>Seimei reads the future and sees Heian-kyo's fall/decline
>doesn't like this decides to change the future and splits things off into an isolated timeline
>once the world whittle is done essentially plans to "merge" back with the real world
>Takeru stumbles into Denji Heian-kyo while it's all 'ongoing', so to speak
>in the case that Seimei succeeds it eventually leads to Tsukimiya's future
>Tsukimiya time travels back from that potential future to Denji Heian-kyo to try and prevent it from occuring
time travel stuff gets kind of messy when you start to think about the "meta chronology" of it all, so to speak.
