Yes, from equipment and maybe even entirely by experience. Gotou had to make a heavy shield and angle it to deflect AR-15 bullets so he's not made of magic. He only had one set of organs to feed energy to all the extra parasite meat so I don't think in the long term he's really much superior as a combat unit, and the whiplash effect from his extra parasites trying to escape when Shinichi poisoned him is probably generally exploitable.
