People don't exist forever in DB's afterlife. Eventually they are reincarnated or recycled into something. They said that Freeza refused to let that happen with him.
And Vegeta never really cared about his dad, he only start caring about people when he found a family for himself.

No for Piccolo. He was to all effects King Piccolo's reincarnation with all his memories and power. He probably saw himself as an extension of his past incarnation rather than his actual son. I don't think King Piccolo even went to afterlife. He just ceased to exist after having concentrated his remaining life force unto Piccolo Jr.
