I think so. Or, perhaps more disturbingly, maybe what it did was to prune off all of the qualities of Kreinhild that would allow her to fulfill her dreams into their own person, leaving EVERYTHING ELSE behind, such that each one of them is now an incomplete person.
Original Kreim could be a complete mess, we haven't spent enough time with her to know what she is like now and I think thats intentional. Once we get some time to spend with her, I wouldn't be surprised if she is the most wretched, pathetic thing alive because all thats left of her is her weaknesses.

You shouldn't interpret it too literally. The same chapter showed that it can transport people across timelines, and we know from the rest of the story that it can create people out of thin air, manipulate memories etc. The ring won't automatically give you the outcome you want but it will twist reality into pretzels to make it possible for you to achieve your wish.
