The answer is censorship, as it always is now.

You can't have a female character that both appears youthful and is sexualized. So either you amplify the youthful nature with minimal sexualization (modern moeblob), or make over sexualize the character to compensate for a mature appearance (modern ecchi). Exceptions exist, but they're few and far between.
