Keep them out. This arc is clearly built to not have them be here, so I wouldn't fuck that up.
Just have them show up at the end of this arc, when the Hishaku assault is over. And then bring them back into main cast from here. The Hishaku got their win (maybe with a lost member or Yura heavily crippled or some shit), and now the Kamunabi can't fuck around by having secret bases with the bulk of their forces spread out.
So Shiba is back and not being off-screened. Hiyuki shows up when sufficiently big shit is going on, like a direct assault on the Hishaku or something. Whatever shape the plot takes after this.

There should have been a better excuse for them not being in the action. The fact that Hokazono only mentioned what these two are up to towards the end of the arc tells me he didn't even think this was worth telling the readers about until he started to see people online complain about it. Literally no one would have a problem if we knew these characters were out there doing something important and not just floating in the void until it's their turn to appear a hundred chapters later.

Guarding the remaining Blade Holders because they're the toppest of dogs is a good excuse. Its not even an excuse, thats just a legit reason to have them away for now.
You forget that after Samura turns heel, everything is supposed to be in a cold war limbo state. Kamunabi are backing off to let Samura and the Hishaku chip away at each until something blows up between them. Hishaku are backing off because they need a week to find out the location of the remaining two Blade holders.
Its supposed to be a short breathing moment while everyone figures out what to do whats next.
Chihiro and the Masumi, as well as the Hishaku, are taking advantage of that lull. It makes sense that Shiba and Hiyuki would be held back.
Its not Hokazono's fault that you faggots are retards who lack reading comprehension.

There is no reason to keep main characters away from the main action, without even telling the readers wtf they are up to when everyone else is doing their best and getting hurt. There was nothing stopping Hokazono from giving them something interesting to do and yet he didn't. He just decided it didn't matter for some reason.
