90s Anime constantly blended genres together.

Lain and Akira mixed Cyberpunk with psychic Fantasy.
You had Iria which was a mix of Sci-Fi and Period Asian Aesthetic with a tiny bit of corporate Cyberpunk.
There are a shit load of things that fell under both Sci-Fi and Fantasy, especially OVAs and movies like yours. Green Legend Ran, Leda, Vampire Hunter D, Escaflowne etc.

Not only were the characters more aesthetic and soulful, The landscapes and settings were usually painted realistically and felt immersive.

yuyu hakusho and 1999 hunterxhunter is a good example, things like clothing designs, buildings, weather, nature etc was drawn to to mimic life on 2d medium as realistic as possible to the point were I felt like I could physically go to yorknew city or the demon plane. The creators and artist had to directly draw upon their life experience to make shit like pic related, they naturally took in and captured every detail and coomed it right there on the cel. As time went on, it became less about that and more saving money to increase the show output per studio rather than shitting their souls into a few good ones.

Most anime backgrounds regardless of era are painted (there are studios that specifically specialized in painted backgrounds that anime studios outsource their backgrounds too)
Likewise the "take a photo and slap a cheap filter over it and call it a background" technique is nearly 30 years old.
