Why doesn't everyone just jump around nonstop? I learned today how that makes it like 3x harder to hit someone in a shooting game.

In real life jumping is a slow and awkward movement, running is much faster than bunnyhopping. In games you can jump instantly as long as you have one toe on the ground.

That said, grasshopper users like Yuma do hop around all the time and would be total bullshit to fight against.
