Hibari of the Senran Kagura franchise (left is Senran Kagura: Ninja Flash!, right is the Estival Versus OVA).

She doesn't control her mind control powers yet, or at least not completely. in Senran Kagura: Shinovi Versus the power of Kagan accidentally controls the other 4 Hanzo girls even though she wasn't trying to control the mind of anyone in that scene. That said, she successfully uses her mind control powers in Senran Kagura 2: Deep Crimson once (Haruka was the target).

On another note, the first anime Senran Kagura: Ninja Flash! has an error or inconstency in the opening, in the games it's explicitly mentioned that no one is born the mark of Kagan or those symbols in the eyes and it's something that appears after puberty and/or when someone is a teenager. In the anime a younger Hibari who should be 7 years old at most is briefly shown with that symbol in her eyes, if the mark of Kagan appears when one is 14-16 at least, then why is Hibari shown with the same eyes as a kid?...It's an error or inconsistency that has bothered me for a long time.

I consider ''dumb'' a strong word in this instance but I guess some people would just say that girls that are a bit of an airhead are appealing in their own way, there are examples of female characters that are a little clumsy, silly and/or childish but also have medium or even large breasts (Hibari, Minori, Rin in Kandagawa Jet Girls, some Atelier characters etc).
