Tezuka's Shin Takarajima invented cinematic paneling in manga and it's arguably the single most impactful manga ever
Eiichi Fukui's Igakuri-kun invented the spokon, which is arguably the most influential genre in anime & manga by reach and results alone
Devilman is arguably the most influential from a storytelling perspective because everything that came after it for... I'm not sure, about thirty to forty years took something from it, arguably even today.
