Anyways, Gunsmith Cats was a three episode OVA totaling around 80 minutes released over the course of a year and sold for probably 4000 yen an episode, so if you're comparing it to TV anime, you're already fucking retarded.
Most actual TV anime was fairly low quality in terms of production values for the time and rarely had good animation in the traditional sense.
Like, the list of shows with "consistently good animation" of the time boils down to just this

Swan song of the whole era really.
There's obviously more, but I do mean consistently. I'm not counting Nadia, which looks really good in Episodes 1-25~ and 35-39, but takes a fucking horrendous nosedive in that middle portion to the degree where I'm convinced several minutes of animation were done by a janitor, or the Nadia followup, Evangelion, wherein several episodes released unfinished to air.
