That's not how digital works, anon. Things are still manually redrawn unless they're using CGI. People who complain about "digital animation" rarely even seem to know what they're talking about.

I don't know where do you get this information, key-frames are hand drawn on paper.
Digital makes compositing, coloring, post-processing and editing 100 times easier, it doesn't help with the process of making the animation in the first place

Anyways, Gunsmith Cats was a three episode OVA totaling around 80 minutes released over the course of a year and sold for probably 4000 yen an episode, so if you're comparing it to TV anime, you're already fucking retarded.
Most actual TV anime was fairly low quality in terms of production values for the time and rarely had good animation in the traditional sense.
Like, the list of shows with "consistently good animation" of the time boils down to just this

Extremely inconsistent, some episodes are exceptional and some are really bad. SDF Macross has a very well documented history of its troubled production and many episodes suffered from sudden retarded requests from the broadcaster
Also, you're leaving out a shitton of TV anime with gorgeous, consistently good animation.

When you draw a character blinking once you can copy and paste it so they keep doing it at regular intervals. In that webm they couldn't even be assed to have any of the audience even breathe. Should've picked a different back drop to be honest. It's a failure of the directing staff, not the animators.

That's because you're watching edited releases wherein a decent chunk of those episodes are improved for the home release.
Most Evangelion episodes beyond those have pretty basic animation anyways, with a lot of it being reserved for the brief moments of angel movement (if they even move).

Probably partially competency crisis mixed with corporate greed.
Almost all seasonal garbage is the same low-budget animation quality and I haven't bothered with them for almost an entire year by now.

On top of that almost everything that gets released these days is fucking censored in some way or form but if you point it out you'll immediately get called a schizo + all the other buzzwords.

My issue with these complaints is that they always imagine pre-2000 as some wonderland where everything was movie quality and anime could do whatever it wanted when that's obviously true to anyone with even a moderate amount of experience with it. And that's the sticking point: that the most vocal people also seem to be some of the least experienced

There are a couple of reasons.
1. Digital is easier, therefore more Anime gets produced, therefore the market is more saturated with shit shows.
2.Traditional artists are better artists. At that time the skill required to even enter a animation company, was significantly higher.
3. The rise of streaming sites has completely ruined anime, as the studios no longer had to pander to the viewers, but to the streaming sites.

Retards forget that in the 80s Japan was the second economy of the world, basically what China is now but actually advanced, civilized and high tech. Before the crysis it was projected they might even overtake the US in the late 90s early 00s.We all know how that turns out.

So now you have a collapsed economy that then stagnates for almost 2 decades, you no longer have the massive(for the time) budgets, coupled with modern culture brainrot, less and less young people because of the demographic collapse and you get the mother of all competency crysis.
Holywood is dead so poor people are starved for any escapism slop so you can just mass produce populare isekai shit(derived from battle harem but with dragon quest backdrop).
