Toaru is one of those unfortunate cases where it's a 2000s LN designed for the ultra-purity-faggots who view the MC as a rival for their waifus and the waifus have to be kept pure so they can fantasize deflowering them themselves. In the 2010s the audience changed thanks to the isekai revolution, becoming more open toward LN protagonists having sex with the girls, but with Toaru the publishers don't want to risk alienating their initial fanbase and thus the series remained "puritan" for 20 years. 20 fucking years.

That's the sad thing. Actually a lot changes. Actually a lot of new characters are added to the cast almost every arc. But you just don't "feel" it. It's like an episodic series that has super epic impactful things happen, but then next arc it feels like everything reset and the actual changes you see in the setting are strangely minimal and newly introduced characters disappear for like 10 volumes where they return with some token role and maybe have like one significant moment or such.

I only watched S1 and 2 of Index but I always thought Misaka was the main girl that Touma would most likely end up with. I'm not familiar with Touma's harem nowadays, but Index herself still seems irrelevant - not an issue to me since Misaka was always better

I find it funny that for having such an antagonistic introduction she ended up being one if not the most popular possible romantic interests. What's more, by mere coincidence she ended up being the series' "first girl" considering Kamachi said he wasn't planing on her sticking around. Not to mention how it was retconned that she and Kamijou had already bumped into each other multiple times before Index even came into the picture. Details like that make their relationship feel a bit more organic than one would expect from this sort of LN.
Having said that, I can totally see Kamachi giving her a joke ending to her romantic sub plot.

The other works lag behind so much that the only way to produce romance in a reasonable time frame is to add it retroactivly. I disagree. More than a change on the demographic's tastes or mentality, or the popularization of Isekaishit, Raildex was never going to show Touma's sex life because the main cast is a fair bit younger than other LN's, even for its time. And then there's the issue of how the author paces the passage of time in universe, which effectively means Touma has been just 15 years old for decades while most of his love interests like Mikoto or Misaki are 14, or 15 tops like Itsuwa or Fukiyose. By comparison, most Isekaishit and other modern LN casts start with the MC and main girls at age 16-18 and the story follows them well into adulthood.

That being said, Kamachi is way more invested in writing most other aspects of the story so any kind of romantic sub plot will always take the back burner.

If we're going that route, I'm also sure Misaki could just scan Junko's brain and completely download the latter's martial arts expertise into her own brain, and then disable her body limitations with MO just like you said to execute those moves, but the question is, would that be in character?
