I think some people here are missing the point. While yes, its pretty common to have romantic interest in family members when a young child (Oedipus and Electra complex, brothers and sisters too), its something you grow out of. By the time girls are the age they are in most anime with some incest fetish they're beyond that and its pretty rare.

A lot of it comes down to options really. Nobles were fucking their cousins to preserve their nobility. They didn't have options. Creation myths like in Greek mythology, its not like the gods have a ton of options and they certainly weren't faithful once they did get some options besides their sisters.
