why can't they look as good as anime now?

It's one thing to think this about 70s and 80s anime, but I see people say the same thing about late 90s or even into the 00s anime. The thing is nobody can ever explain what they're even looking at when they say this. Is it just the character designs? Something to do with the animation? More production related things like the look of cels or them being 4:3?
