USPS has no way to collect the tariffs. So a huge number of countries around the world have suspended mail services to the U.S. since there's a decent chance the parcels would just get returned to sender anyway.
UPS, DHL, and Fedex, on the other hand, are customs brokers as well as parcel delivery companies. They've been collecting tariffs from U.S. buyers for years on any item over $800. In some cases, the buyer can even pay online. So it's business as usual for them except now they have to collect tariffs on every single item, even if it's just worth $1.
As an aside, Japan Post suspended parcel service to the U.S. for an extremely long time during 2020 (maybe a year or more?). During that time most Japanese sellers with a sizable customer base in the U.S. switched to DHL and Fedex for all U.S. customers and never made Japan Post an option for U.S. buyers even after Japan Post resumed shipments to the U.S. So for most U.S. buyers Japan Post shipping has already been unavailable for the past 5 years.
